I cannot download nor accept User Agreement

After I tried all of this troubleshootings:

After I tried all of this troubleshootings: changing dns to 8.8.8.8 and 8.8.4.4, switching to wired connection, resetting to inital settings, Using mobile hotspot, changing time and date. But non of them worked. I am also experiencing some lags and when I try to go to about this tv and check for updates it says that my firmware is ##.##.## for a while btw my firmware is the lastest (05.50.55).
Btw my tv is lg 55uh668v. Can somebody tell me if its the board of the tv if so how much does it cost to repair?

    Darkoa9, I would recommend checking the location settings on the unit under the General Menu in settings.
